چکیده

Evacuation modeling is an important problem that has been intensively studied in the last 40 years. In a general evacuation situation, there might be more then one safe place. A common approach to reduce this multidestination problem to a single destination problem is to connect all safe places via zero cost links to a super sink. However, this approach works only as long as the safe places have no capacity constraints. In this paper, we present an approach to solve an evacuation problem where the safe places have limited capacities. This is, for example, the case if the safe places are shelter buildings for tsunami evacuation. The problem is solved through an evolutionary learning algorithm for the combined routeand shelter-assignment problem combined with a heuristic approach for the fair minimization of shelter capacities. Different behavioral assumptions (”fair” vs. ”globally optimal”) are investigated. The proposed approaches are discussed in the context of a real-world tsunami evacuation problem.

Evacuation Simulation with Limited Capacity Sinks - An Evolutionary Approach to Solve the Shelter Allocation and Capacity Assignment Problem in a Multi-agent Evacuation Simulation

We heuristically solve an evacuation problem with limited capacity shelters. An evolutionary learning algorithm is developed for the combined routeand shelter-assignment problem. It is complemented with a heuristic method for the fair minimization of shelter capacities. Different behavioral assumptions “fair” vs. “globally optimal”) are investigated. The proposed approaches are discussed in the...

A robust optimization model for distribution and evacuation in the disaster response phase

Natural disasters, such as earthquakes, affect thousands of people and can cause enormous financial loss. Therefore, an efficient response immediately following a natural disaster is vital to minimize the aforementioned negative effects. This research paper presents a network design model for humanitarian logistics which will assist in location and allocation decisions for multiple disaster per...

Joint Allocation of Computational and Communication Resources to Improve Energy Efficiency in Cellular Networks

Mobile cloud computing (MCC) is a new technology that has been developed to overcome the restrictions of smart mobile devices (e.g. battery, processing power, storage capacity, etc.) to send a part of the program (with complex computing) to the cloud server (CS). In this paper, we study a multi-cell with multi-input and multi-output (MIMO) system in which the cell-interior users request service...

Agent-based Simulation of the 2011 Great East Japan Earthquake/Tsunami Evacuation: An Integrated Model of Tsunami Inundation and Evacuation

The 2011 Great East Japan Earthquake/Tsunami was a magnitude 9.0 Mw event that destroyed most structural tsunami countermeasures. However, approximately 90% of the estimated population at risk from the tsunami survived due to rapid evacuation to higher ground or inland. In this paper, we introduce an evacuation model integrated with a numerical simulation of a tsunami and a casualty estimation ...
